Shaanxi Province’s Action Plan to Cultivate A Billion-Yuan Titanium Industry Innovation Cluster
April 10th, 2024, from the Shaanxi Provincial Development and Reform Commission the "Action Plan for Cultivating Billion Turnover Titanium Industry Innovation Clusters in Shaanxi Province" was released. According to the plan, Shaanxi aims to achieve a titanium processing scale of 110,000 tons and a market share of 65% by 2025, forming an international first-class titanium industry cluster with an annual GDP of 100 billion yuan, composed of Xi'an and Baoji City. Fully leverage the leading role of leading enterprises, attract upstream and downstream companies, and create a world-class titanium industry innovation cluster division of labor cooperation, and mutual support.
As the largest titanium production area in China, Shaanxi has over 800 related enterprises last year, more than 6 national institutes, and 19 national and provincial research centers, which have gathered numerous research staff with core research achievements, formed an industrial and service chain of sponge titanium - melting ingots - processing - titanium alloy – clad titanium – end products". In 2023, Shaanxi is expected to process about 100,000 tons of titanium capacity, a year-on-year increase of 13.6%, accounting for 60% and 45% of the total volume in China and the world respectively, achieving a GDP of over 80 billion yuan.
According to the plan, Shaanxi will continue relying on universities, research institutes, and giant companies to integrate innovation resources, and build an innovation system that integrates research, applied institutes, technology development, inspection and testing, standard formulation, and achievement transformation; Along the path of "high-quality sponge titanium melting, casting, forging - titanium rods and wires, plates and strips, forgings, pipes - advanced materials for aerospace, ships, weapons, biomedical, 3D printing, and complete terminal product development", implement chain extension and strengthening actions; digital enhancement actions, to build 10 demonstration factories and 5 digital industrial parks.
Shaanxi will also focus on planning and implementing high-quality projects in aerospace, weapons, and ships, and support Xi'an and Baoji in researching and planning numerous investment projects; Implementing the Action Plan by increasing the cultivation of listed companies, establishing a reserve of material enterprises for growing up, aims to create three groups with GDP of billions of yuan and cultivate more than 15 listed companies in the titanium industry.
